- Quality Management System,
Exit Plan

Notes from the field
When the project ends, the enterprise should not
Why rural livelihood enterprises stall as soon as the funding stops, and how MUKTA CONSULTANCY wants to change that story.
MUKTA CONSULTANCY31 October 2026About 8 min read
IntroductionA question we keep running into
Working in rural development and livelihoods, we have seen the same scene in village after village: a shed with a bright signboard where nothing happens any more; machines gathering dust; and a "successful project" on file that is nowhere to be found on the ground.
If the intentions were good, the money was spent and the infrastructure was built, why did the enterprise not last? This article starts with that question and ends with the path we follow to build enterprises that stay self-reliant and sustainable long after the project is over.
01Funding ends, work ends
Many agencies work in rural development and livelihoods. Projects come, funding comes, and the work runs for as long as the funding lasts. Once the funding stops, the picture changes. The infrastructure that was built slowly turns into ruins, and the purpose for which the units were set up is left unfulfilled.
The files record a first-round success, but in the next cycle the same unit is found shut. We have seen this first-hand in many places: community sheds, livestock centres and rural production units built under different schemes, now standing empty and closed after scheme priorities changed.
This is not about any one government, party or department. The same story has repeated itself across different schemes and different periods. The problem was never the intent of the schemes. The problem was that the enterprise was not built on community ownership and market strength; it was left standing on the scheme alone.
An enterprise that stands only on outside funding or a single scheme falls as soon as that support is withdrawn.
02Good intentions, but no ownership or business understanding
It would be wrong to say that no effort was made. The administration has done a lot of good work from its side. We have seen many National Rural Livelihoods Mission (NRLM) activities on the ground, especially in livestock: goat rearing, poultry and dairy.
But most of these activities remain dependent on loans. The work goes well for a year, then it stalls. In several districts we have seen layer farms that were very well built. Crores of rupees were spent in all, with lakhs going into each set-up and lakhs more into working capital. Yet the work fell apart, because:
- No business understanding was built within the group.
- A sense of ownership, the feeling that "this is our enterprise", never took root among the SHG members.
- There was neither proper training and capacity building nor a sound conceptualisation of the enterprise.
- Nobody had a plan for what to do in case of loss or failure.
03Our way: study first, then start
What sets MUKTA CONSULTANCY apart is that we take up only those projects that prove sustainable in our assessment, and then stay with them until they succeed. While conceptualising a project, we first assess its sustainability in theory, and then carry out a detailed socio-techno-commercial feasibility study.
SocialPeople and communityWhat is the social composition and culture of the area? Will people accept the project? Could its products cause social friction? What do people think, and where do their interests lie?
TechnicalLand and resourcesIs it technically possible for the local SHG didis or the entrepreneur? All-weather road access, electricity, water, local raw material, transport, construction, geography, environment and climate.
CommercialMarket and costMarket survey, production cost compared with local market prices, and making sure there are no compliance barriers.
We pay special attention to the weather. Looking at seasonal weather data, we check whether the local winter, summer and monsoon suit that particular crop or livestock. We also check that our production cost does not exceed what locally available material would allow.
This is not a one-day exercise. It takes 15 to 30 days, during which we go back to the community again and again. The study is done sitting in the village, not in an office.
04Ownership: not an injection, but a long companionship
There is no vaccine or medicine for ownership, no injection you can buy at the market that suddenly makes a woman feel she owns her enterprise. That feeling grows only when we stay connected with her, continuously.
That is why our own team first becomes a "pseudo-owner", treating the enterprise as if it were our own. Unless we feel ownership ourselves, we cannot create it in others.
Our transition model moves through three stages:
Stage 1BeneficiarySomeone who receives the benefit of a scheme.
→
Stage 2ProducerTechnical and production training turns her into a producer.
→
Stage 3Owner-member and entrepreneurContinuous training in leadership, business understanding and entrepreneurship makes her the owner of the enterprise.
This is the same process by which something moves from the conscious to the subconscious mind. It can be understood in three stages:
KnowingKnowingKnowing about something. But knowing does not mean you can do it.
DoingDoingPractising once or twice brings technical knowledge and the ability to do the task.
BeingBeingDoing the work so often that it settles into the subconscious.
Until a member reaches the "Being" stage, whether an SHG didi or a single entrepreneur, the enterprise cannot succeed. This is how ownership comes.
05Not a classroom, a "Human Lab"
Our training is not limited to technical skills or bookkeeping. Alongside these we provide leadership skilling and psychological training.
Classroom training does not work for everyone. So we teach through short learning programmes, demonstrations, field activities and games. We call this the "Human Lab", where the didis learn by doing:
- Technical knowledge and production
- Business accounts
- Quality Management System
- How the whole system runs: purchase, storage, production, marketing, accounting and compliance
06A Plan B at every step
We never ignore the risk of loss or failure. At every stage we keep a Plan B, a backup, ready. If there is a loss or a step does not work, we have already looked at an alternative path. It is a system built on trial and error, in which we try to be prepared for every situation.
07Letting go gradually: our exit plan
Our exit plan is not "we took a 3-year project, and after 3 years we leave, successful or not". To run any activity, whether farming, animal husbandry or a small manufacturing set-up, you need to go through at least one full cycle of winter, summer and monsoon together. Our support tapers off like this:
- First cycle
- Alternate days
- Twice a week
- Once a week
- Once a fortnight
- 2–3 times a month
In the first cycle we hand-hold the didi or entrepreneur 24×7. We do not leave until she is standing on her own feet and fully confident. Only when we feel that, under normal conditions, the enterprise will keep running well and everything has become viable, do we gently let go. And if a major change or crisis hits the market or production, we are ready for that too.
In closingSuccess that lives in the village, not in the file
For us, the real success of a project is the day the funding has ended, our team has moved on, and the enterprise is still running in the village. The didi who runs it is no longer a beneficiary, but the owner of her enterprise.
If you want to build an enterprise that keeps running after the project ends, talk to us.
